OpenClaw gateway, skill, or agent configuration issue — root cause confirmed in the openclaw/openclaw issue tracker.

from #31885 (plugin routes before SPA catch-all) is confirmed present. The hooks handler explicitly checks its basePath and returns false for /line/webhook.
